Sehr geehrte Damen und Herren,
aus gegebenem Anlass möchten wir Sie über das Procedere bzgl. flugmedizinischen (Erst)Untersuchungen bei Flugschülern informieren. Hier gibt es offenbar einige Missverständnisse bzw. Unklarheiten, die wir gerne aufklären würden.
Es gibt 2 Szenarien, die wir gerne näher erläutern würden:
- Die folgende Information ist nur zutreffend, wenn der Flugschüler bisher noch keine flugmedizinische Untersuchung nach EASA Regularien hat durchführen lassen:
Der Flugschüler kann seine flugmedizinische Untersuchung bei jedem von der EASA anerkannten flugmedizinischen Sachverständigen/AME (Erstuntersuchung Klasse 2) oder flugmedizinischen Zentrum/AeMC (Erstuntersuchung Klasse 1) durchführen lassen.
Hier finden Sie immer eine Liste der aktuell anerkannten flugmedizinischen Zentren und Sachverständigen in Österreich, falls der Flugschüler die Erstuntersuchung in Österreich durchführen lassen möchte (die Untersuchung kann jedoch auch in jedem anderen EASA-anerkannten Zentrum bzw. bei jedem EASA-anerkannten Fliegerarzt durchgeführt werden):

WICHTIG:
Der flugmedizinische Sachverständige muss alle Untersuchungsergebnisse sowie eine Kopie des neu ausgestellten und unterschriebenen Tauglichkeitszeugnisses an die zuständige Behörde (= Austro Control) senden.
Es muss „Österreich“ als zuständiger Lizenzstaat im Antragsformular unter Punkt (1) und (18) sowie auf dem ausgestellten Tauglichkeitszeugnis vermerkt sein, wenn der Flugschüler eine österreichische Lizenz erwerben möchten. Dies ist besonders wichtig bei einer Erstuntersuchung, da hier die Zuständigkeit des zukünftigen Lizenzstaates festgelegt wird.
! Wenn die oben genannten Schritte nicht genau so befolgt werden und das Tauglichkeitszeugnis falsch ausgestellt wird (also nicht mit „Österreich“ als zukünftiger Lizenzstaat), muss der flugmedizinische Akt transferiert werden, um eine österreichische Lizenz zu erhalten. Dieser Vorgang ist dann mit zusätzlichem Zeitaufwand und Kosten verbunden, die für den Flugschüler vermeidbar wären. !
Dies führt uns auch schon zum zweiten Szenario:
- Die folgende Information ist dann zutreffend, wenn der Flugschüler bereits eine (oder mehrere) flugmedizinische Untersuchungen nach EASA Regularien hat durchführen lassen – UNABHÄNGIG davon, ob bereits eine Lizenz ausgestellt wurde oder nicht:
Der Flugschüler muss einen Transfer seines flugmedizinischen Aktes von der bisher zuständigen Lizenzbehörde zur Austro Control beantragen. Der derzeit zuständige Lizenzstaat findet sich auf dem bereits ausgestellten Medical auf Feld 1 (Authority that issued or is to issue the pilot licence). Der Transfer muss abgeschlossen sein, BEVOR der Flugschüler eine Austro Control Lizenz erwerben kann.
Durch das hohe Transferaufkommen dauert ein Transfer zur Austro Control derzeit etwa 6 bis 8 Monate. Uns ist bewusst, dass dies lange dauert und unerfreulich ist, deshalb ist es umso wichtiger die Flugschüler VOR ihrer Erstuntersuchung auf das optimale Procedere hinzuweisen (siehe Punkt 1).
Auf alle Fragen die sich unter Umständen daraus ergeben und Eventualitäten können wir in dieser Email leider nicht genau eingehen.

Dear sir/madam,
On the occasion of recent events, we would like to inform you about the procedure regarding aeromedical (initial) examinations for student pilots. There appear to be some misunderstandings and uncertainties that we would like to clarify.
There are two scenarios that we would like to explain in more detail:
- The following information only applies if the student pilot has not yet undergone any aeromedical examination in accordance with EASA regulations:
The student pilot may undergo the aeromedical examination with any EASA‑approved Aeromedical Examiner/AME (initial Class 2 examination) or Aeromedical Center/AeMC (initial Class 1 examination).
Here you will always find a list of the currently approved aeromedical centers and examiners in Austria, should the student pilot wish to undergo the initial examination in Austria (however, the examination can also be carried out at any other EASA‑approved center or by any EASA‑approved aeromedical examiner):

IMPORTANT:
The aeromedical examiner must send all examination results as well as a copy of the newly issued and signed medical certificate to the competent authority (= Austro Control).
“Austria” must be indicated as the competent licensing state in the application form under items (1) and (18), as well as on the issued medical certificate, if the student pilot wishes to obtain an Austrian licence. This is particularly important for an initial examination, as this determines the future state of licence issue.
! If the steps mentioned above are not followed exactly and the medical certificate is issued incorrectly (i.e., without “Austria” as the future licensing state), the aeromedical file must be transferred in order to obtain an Austrian licence. This process involves additional time and costs, which could be avoided for the student pilot. !
This brings us to the second scenario:
- The following information applies if the student pilot has already undergone one or more aeromedical examinations in accordance with EASA regulations – REGARDLESS of whether a licence has already been issued or not:
The student pilot must request a transfer of their aeromedical file from the currently competent licensing authority to Austro Control. The currently competent licensing state can be found on the already issued medical certificate in field 1 (Authority that issued or is to issue the pilot licence).
The transfer must be completed BEFORE the student pilot can obtain an Austro Control licence.
Due to the high amount of transfer requests, a transfer to Austro Control currently takes approximately 6 to 8 months. We are aware that this is a long and unsatisfactory waiting period, which is why it is all the more important to inform student pilots accordingly BEFORE their initial examination about the optimal procedure (see point 1).
